Article 196. Norms of direct application to constructions and buildings on land not for development.
1. The buildings located on undeveloped land must be in accordance with its isolated character and appropriate to the use, exploitation and exploitation to which they are linked, harmonising with the rural environment and its natural surroundings, in accordance with the rules that the applicable planning determines to integrate the new constructions in the traditional typologies of the area or more appropriate to its character.

2. As long as there is no plan authorising it, no building may be built with a height greater than two storeys measured at each point of the natural terrain, without prejudice to the other applicable limitations.

3. Buildings may not be erected in places close to roads, livestock tracks or other public property, except in accordance with the provisions of specifically applicable legislation.

4. All buildings and activities authorised on undeveloped land shall conform to the approved planning and to the regulations governing the prevention of the risk of forest fires and shall have adequate systems for the purification of the discharges and waste generated.

Article 197. Planning of uses and exploitation in undeveloped land.

The zoning of undeveloped land may provide, depending on their characteristics and exceptionally, the following uses and developments:

b) Isolated and family housing, fulfilling the following requirements:

1. Exceptionally, it shall be permitted to build on plots of uninterrupted perimeter that, both in form and surface area, cover the minimum required under the planning, which in no case shall be less than one hectare per dwelling. (10,000 m2 per dwelling).

2. The area occupied by the building shall never exceed two per cent of the surface area of the rural property; the rest of it must be and be maintained with its own natural features or under cultivation. However, the plan may permit complementary services for the family home, without building work on the natural level, the surface area of which does not exceed two per cent of the surface area of the rural property on which it is built.

3. The building shall be located away from natural run-off watercourses and shall respect the existing woodland and the topography of the land.

4. Sufficient provision shall be made for drinking water supply, adequate waste management and adequate wastewater treatment to prevent soil contamination. The costs of these infrastructures or installations shall be borne by the owner.

5.º The construction shall not form a population nucleus in accordance with the provisions of urban planning, and groupings of dwellings on the same plot are prohibited, as well as those with the characteristics of collective dwellings.
